When doing a multicore build, the error can happen long before what you pasted. When I have build errors i run without the -j switch and look for files that are missing - "No such file or directory". I believe the configure script tests if it can build with that or not though.
I'd either try re/installing lib32v4l-dev and libv4l-dev, and if that doesn't work, checking if the source downloaded correctly (I doubt it would be bad though).
