For me, disabling mmdevapi and using ALSA full works.
With enabled mmdevapi I don't have sound at all.
I set the Windows version to Windows 7.

Try closing all other applications that could be using sound (including your webbrowser). Try using a different window manager.

Please tell us how you solved the problem.

I have discovered that sound will not work on any other program that is running at the same time as SC2. This is not an issue when running wine with other windows applications.

This isn't really a a solution through wine, but I have discovered a way to start the sound. The windows version selected for the StarCraft II.exe is Windows 7. I do not have any libraries disabled, not even mmdevapi. The audio tab is set to the ALSA Driver at full acceleration. First, start the game. On the login screen, press alt+f2 to bring up a terminal. Then type

killall pulseaudio

This seems to have the effect of restarting the pulse audio service. When it restarts with StarCraft II running, the audio kicks in appropriately. I am unconvinced that this is a problem with WINE. I'm far more willing to blame my distribution, or notoriously terrible linux sound.
