40 FPS should just be fine because most windows users have to restrict their fps to keep their hardware from overheating and the average windows user with all nice benchmark hardware runs at 40-70fps so you should be just fine with your hardware.

Play all Ultra but shaders set to low, achieve between 20~40 FPS.
Have to manually set my CPU to 3.4GHz to get more fps.
Apparently the game goes sleeping a lot and indeed, the CPU and GPU get downclocked because of this (usually CPU would be set to 800 MHz and GPU at level 1/2 instead of 4).
As I said, apparently there's a bottleneck triggered somewhere which makes the SC2 process to wait and so it gets put to sleep.
