It seems that nvidia-drivers-260.19.29 wants to be able to execute things in /tmp. There's a small security risk associated with mounting /tmp (generally writable by all users) without the noexec option, but doing so appears to fix the problem. This behavior affects not just SC2, but all 32-bit opengl software.
TL;DR: do this to fix SC2:
(verify that "noexec" is present)
$ mount | grep tmp
(change the mount options)
$ mount -oremount,exec /tmp
If you want this change to be permanent, remove "noexec" from the appropriate line for /tmp in /etc/fstab.
