I have found this to be intermittent and I can simply click on to another application and back to Steam for it to go away. A bug should definitely be filed for this if one does not exist. There was an old bug for the Steam window being unable to be moved that may be relevant.

Still happens in wine-1.2-rc3.
Looks like the move isn't only doubled, it also might sometimes "stick" for a small period of time after the mouse button was released causing the window to continue following the mouse pointer.
