Try to install Steam on a plain Wine installation. Thats works for me.

if it helps, I have an ATI 4890, and Intel E5200 OC'd at 3.06, 6GB of Corsair DDR2-800, and an ASUS P5Q with integrated Realtek 888S Audio

I had the same issue. I fixed it when I realized that my opengl was borked. After fixing opengl, steam opened just fine.
