Under winecfg select your hl2.exe and make the settings for "Windows 98" This has solved my problems as well as follow all above steps for a successful execution. This also makes the "Store" and "Community" Options available for use. Another Option for this is to add the -silent option to the shortcut steam places on your desktop.
