Well, for me at least it was the video card. I had a XFX ATI HD4650 that had these problems. I just went and purchased a Palit Nvidia GTS450. After I swapped video cards and loaded the latest nvidia drivers (195.36.24), I started Civ V and it loaded and ran without any issues...

I'm using an ATI card and I find that if you spam-click the "Begin Your Journey" button and *immediately* switch into the strategic view (hit F10) you can play the game in that mode. This is with the demo version, it might work with retail too.
