Well, the problem originally began when I patched the game.
What happened is that the original install had the game data in the "Assets" folder; but the patch added data to the "assets" folder... so the game just wasn't seeing half of its data and spazzing out. I was clueded in by the logs (~/My Games/Sid Mier's Civilisation 5/Logs/*) which gave errors about the XML. Though that really only makes sense to you if you're into modding. Most people probably wouldn't even look there to begin with.
Also, I blame windoze for creating this apathy to capitalisation amongst people and developers.
