I am already using a recent version of Mesa master that has allegedly been compiled with floating point texture support, and glxinfo reports various extensions such as GL_ARB_texture_float being enabled. However I still have the missing land textures problem and f.d.o bug #42032 does not effect me.
Are you compiling Mesa yourself? Which version? What else are you enabling that isn't on by default? Perhaps the problem is not FP textures but something else. Can you attach the output of glxinfo?
