Instead of symlinks can you try a bind mount?

mount --bind /mnt/disk2/steam /home/user/.wine/drive_c/steam

or something like that (based on your paths).

symlinks aren't great for doing things like that. Ext4 wont be an issue, I use it here. See how the above works and let me know
