I had the same problem. However I found that stuttering only happens when audio is set to 16 bits per sample. Try using wineoss with hardware acceleration set to full, sample rate at 44100 or 48000 but with only 8 bits per sample. I get perfect sound that way (however only in ViceCity, most other games only run with 16 bit audio).
