In this situation I've met suggestions to remove existing .wine folder and create new one with wineprefixcreate. Then try installing WTLib again.

This looks wrong. I see two possible problems: maybe there is something wrong with your cd mount configuration, so it strips down all filenames to 8 character length? Or, maybe you should try making alternative cd image.

Also, have you tried installing wtlib under wine on that system before? I mean, if wtlib installed earlier, on this same system, but under wine rc2, for example, this might be rc3 regression, you should report this bug at wine bugzilla (make sure it is real regression though, by downgrading wine and testing it).
