I have the exact same error on wine 1.1 - neither MafiaSetup.exe works (opens the virtual desktop and closes it again nor the MafiaLauncher works. With the launcher it at least starts but the option "Setup" is greyed out so I cant select it. I did put a copy of an MFC42.dll in my system32 folder.
