The stock answer everyone is gonna give first:
Make sure your window manager isn't grabbing those keys for something else. If you've changed any of the default keymappings, they might be conflicting. Are you using any accessibility tools that might use those keys?
Try using the text tool to type, and see what happens when you press the [] keys. If they don't show up, it sounds like photoshop isn't getting your keystrokes and they're getting grabbed/lost somewhere by something else. Do any keystrokes show up? (Are you using any kind of special keyboard or text input device?)
I've had the same version setup as you, and my hotkeys worked fine. That might mean you can try installing to a new .wine folder (mv ~/.wine ~/.wine.old and start the install fresh).
If the problem is only CTRL-Z and [], you can always remap those keys in photoshop. Edit-->Keyboard Shortcuts, then click the Edit dropdown.
