I initially had this problem, but it seems to have patched anyway without my knowing it. The last time I opened the patcher I left it open for a little while before force quitting it. When I opened it again (to post the error it was giving me) it told me the updater doesn't need to run because Wow.exe is already at version 3.1.3.9947. Maybe try leaving it open after the error for a few minutes.
