I don't know how to fix it, but the problem is not with wine here. The compose key only works in GTK2 apps for me, not in other apps (like Qt or pure X11 e.g. xterm). The problem is somewhere else in the OS. I'm on Fedora 12 btw, and this has been this way since many releases ago...
