Yep that was the answer, I had the S3TC libraries installed from the Xorg Edgers PPA... but only the 64 bit one, I had to manually download the 32 bit package and install that also. Now with the full suite from Xorg Edgers PPA, and also the 32 bit version of the S3TC library, it is working flawlessly... the 1.3Ghz Ultra Low Voltage 11" i3 Notebook is returning a healthy 20fps in a populated city and I have no reason to think that on a more powerful machine it would not be very good indeed.
It'd quite clear that the Intel open source drivers are better than ATI/Nvidia by a "country mile" at this point.... of course you're still a lot safer with an Nvidia card and the proprietary drivers.
