I wonder, since newer versions of Wine have their own dummy .dll files that can be replaced if necessary, is it possible that when you upgrade Wine that the dxdiagn.dll file from Windows is replaced by the newer version of Wine's dummy dxdiagn.dll file?

Try recopying the native Windows .dll file to Wine's System32 directory and see if that works.
