Dragon is a very resource-hungry application. The results always get better when you have more ram and a faster machine.
As to whether you can install or not, I have no idea. It might run on the EEE. There's little difference between 500 and 512. Just don't expect to run other applications at the same time. (or don't expect to run them well.)
