Never ever leave dvlevel command line parameter for the everyday use in the HL2 launch parameters. dxlevel XX command is a "one-shot" setting that switches the game into using render patch specific to the specified DirectX version and resets user-defined graphics setting to the defaults. If you leave dxlevel in the HL2 commandline then you will result in being unable to change a lot of graphical quality settings like AA, Aniso, shaders level, e.t.c. - your change wouldn't be saved at the game restarts.
As for default DirectX level 95+ not working with the latest LTS Ubuntu, latest nVIDIA drivers and latest Wine from 1.2 branch - it should definitely be investigated as I can't reproduce it on my test box. Double check your setting, please. Try to use clean wine prefix. Report, please, as your progress goes on.

I also get black screen on Ubuntu 10.10 with wine-1.2 and nVidia. -dxlevel 81 causes my screen to pulse white once but otherwise stays black. I can use the menu but there's no 3d graphics even with all options turned all the way down.
