I just went to Borlis Pass and everything was fine for me. If you are able to test on Windows, does the problem occur there with the same Gw.dat file? You may want to report this issue at bugs.winehq.org/ , including any output when running Wine from the terminal.

Maybe starting guildwars with -repair (wine "\\C:\\path\\Gw.exe" "-repair" ) helps?
You could also try to force gw to load the complete Gw.dat with -repair, so you don't have to download something when you travel to borlispass.
