I have a PCI-E HD4670 and things run fine in WINE 1.3.24 with fglrx 11.7 (same as 11.6), with UseGLSL disabled and the rest set to default (I do have DirectDrawRenderer set to opengl too, which as you noticed makes apparently no difference compared to gdi on ATI cards.)
Is your card PCI-E or AGP?
Do other games run fine (native or through WINE)?
