Excellent work, It does work.
That file, l3codecx.ax can be found in a normal XP system32 directory. But your alternative worked.
I don't know whats wrong with your sound, but I have Alsa, OSS, ESound, and NAS checked. Maybe because I run Pulseaudio, and not really any of the others.

I fellow your steps, but it didn't work. If I replace quartz.dll and set it to native, it will result in no any voices playing during the game. However, if I do nothing with wine, I can play the game and some voices in the game can be heard, but still no mp3 music is playing. I am sure that I check the game options and everything is right.
My wine version is 1.1.36

i have tryied something out and .. it worked! (for me anyway). couldn't work arround the sound: i had sound with the intro video but after that total mute. so i run wincfg and changed under Audio the 'DirectSound' from FULL to EMULATION, aplly and now i got all the sounds working. hope will help you too.
