I have the 2.x install CD, so the installation and setup is probably different to the 1.x install. I can think of no other reason why the rise2.ini file would appear in different places, and it's fairly typical of Microsoft to change something dramatically for no good reason.
I don't understand why the mouse workaround doesn't work for you, there's been a lot of reports of it working. Are you using the latest RON patches? It shouldn't make a difference but it's worth a try.
As well as ForceGDICursor=1, can you make sure ForceHardwareCursor=0 ?
