If you have Kwin compositing on (desktop effects), try turning them off, they significantly interfere with games even on my more powerful system. 14 TB of RAM though lol, don't know how it got that number :P Also try using a fresh Sim City folder and see if it helps things (assuming your using one from a different installation). Maybe a city is corrupt or a plugin isn't working how it should.
