I had this problem too. It took me a long time to figure it out, but now I think I found a decent and easy solution to solve this :

1- open a terminal, "cd" to the Steam directory where the main exe lies, and then run "chattr +S Steam.exe" (once for all, you shouldn't have to do it again, even if Steam gets updated)

2- Delete the "ClientRegistry.blob" prior running Steam (do this everytime you run Steam, since it's systematically recreated)

This will get Steam "update" itself everytime for less than a minute, but at least everything is working perfectly now.
