Are you really using a Dell Inspiron 6400? The first review I found of it suggests that it's using onboard Intel GMA 950 graphics, which should struggle to run TF2 on Windows, let alone in Wine...
If you are running on a GMA 950, I suspect the issue is less with Wine and more with overstressing the graphics card and the driver dying...
