Yes Gentoo's package manager is called Portage. Portage compiles everything from source unless you specifically ask for a binary package. Thus typing emerge wine installs wine on my machine from source.

I keep an eye on the release notes of new versions of wine but if there was a config change or a process/launch change I missed and should be using/calling wine differently I'm happy to try things out.
