To be honest, it's quite possible that it's attributed to the video card you're using-- but I can't say for cartain as I am neither a Wine programmer, nor do I know much about the video card/driver workings... but what I can tell you is that I owned an ATI video card a while back, got everything working 100% and it was slow, just like you describe it. I dealt with it for a while, and then finally went and bought an nVidia card (not even an expensive one, it was more of a horizontal move), and noticed a very large improvement.
I've heard complaints often about ATI+linux, due to their lack of driver support for things, but I don't know how true that really is; however, I can tell you that it seems like it might be true.
You might want to wait for someone else's word on it before making a decision like buying a new video card though, could be just something small-- which would only result in a bunch of money wasted.
