Well with 1.28 with my pc it doesn't seems to start not even the installer . With the console i m getting this :

err:ntdll:RtlpWaitForCriticalSection section 0x11c994 "?" wait timed out in thread 0020, blocked by 001a, retrying (60 sec)

Does this need need a native library or something?
