I can confirm that this definitely fixes the lag! For those who have already installed StarCraft before installing PlayOnLinux for this fix, I have written a guide on how to tell PlayOnLinux to run the existing StarCraft.exe with the 0.9.14 Wine version. You can see it here:

More than two years later, I also confirm this. I was experiencing slowness with 1.3.19 and it was fixed using 0.9.14 with playonlinux. Thanks a lot!

It worked for me as well on Ubuntu 13.04. However, It seems the game can't detect my sound settings. Sound is completely disabled. When I go to sound options, the bar for adjusting the music and bgx volumes are grey out and set to min. There is another comment after the slowness bug going away after setting sound to 0. Do any of the people who are using 0.9.14 have sound issues?
