Okay... Finally, by disabling again msnlive, I could use a native quartz.dll (1.2 MB). Fallout 3 did run, but there was no music either (sound was still working).
Apart from that, the game was definitely less smooth than with the builtin quartz.dll ! (even the menu was a bit slow)
