Are you 100% sure that DirectX9 installed properly? It would be worth checking what dlls are registry listed in winecfg. From what it seems, certain distributions actually fail while installing it, get some of the registry entries and dll's in, and the installer dies.
I had this happen to me three times in OpenSuSE. Did a re-install after it failed, and it finished (can't remember if I had to /q, although this is possible). Also what version of Windoze is winecfg set to? You might want to cycle through different versions, as I know some are finicky with Fo3 (Vista/7 is an example).
