The definition of a gold rated application is not by it's fps (even if it does suck), but only if it runs flawlessly out of the box with only a few tweaks.
But, considering it doesn't work on all graphics settings well and it's running only on the lowest resolutions on the best hardware, then it shouldn't be gold. It shouldn't even be silver. It should be bronze since the bugs and issues with it make it unsuitable for day to day use.
So I guess all I'm saying is even if performance sucked, it could conceivably be a platinum app if it ran out of the box without any extra settings. But this isn't the case so...yeah.
