Could be a problem with your ALSA or Pulseaudio. In winecfg, try using OSS instead of Alsa and see if that makes a change.

Don't use another application to start it. E.g.
If I use the Blizzard Updater or the World-Editor to start Warcraft 3 I get the same problem.

Try to start Warcraft 3 directly:
wine "c:\Program Files\Warcraft III\Frozen Throne.exe"
