ASPI stands for "automatizovaný systém právních informací," in English, "automated system of law information".

The application contains actualised database of law and bills, namely in Czech and Slovak Republic as well as EU regulations. It offers advanced search capabilities and is often used by lawyers and government officers.

It is probably the one of most used comparable system in Czech/Slovak Republic government institutions, used by the Parliament, Banks etc..

It looks like quite simple app, with Visual Foxpro frontend.
