I looked into the output of wine (1.1.4) and Steuer-Spar-Erklärung 2008 (full licenced version) and found that the library
MSVCP60.dll
is missed. I found this library in my good old Windows 98 (which I expected never ever using), but not in Wine nor in the application itself. It's located in C:\Windows\System\ of Windows 98 only.
I copied the library to my drive_c/windows/system/ -- and the TmWrapper.dll error is away! The next dialog box appears! :-)
online update

While the online update does not work, the updater exe can be downloaded from the programs website and manually be installed using wine. That does work successfully!
