(corefonts prevents a crash; flash lets you view flash pages.)
Download Safari 4 "for Windows XP or Vista" (without Quicktime) from http://www.apple.com/safari/ and run it with
wine SafariSetup.exe
Deselect Install Bonjour for Windows and Install Apple Software Update.
obtain iphlpapi.dll and place it in ~/.wine/drive_c/windows/system32
winecfg -> choose libraries tab, add override for iphlpapi.dll, native, builtin and then close winecfg
Start Safari.exe from ~/.wine/drive_c/Program Files/Safari/.
May crash at first start(after animation), but works then.

Multiple tabs

I think multiple tabs may actually work, but not with the default.
Safari by default opens up the 'Top Sites' by default, which does not currently work. But if you change 'New tabs open with' in Preferences to something that does work (like Empty Page), tabs seem to work.
Unfortunately for me, the tab information is blank, but at least the pages load.
