What works
Almost everything. Enough to be used to play populous with other players properly and as an online lobby, requires dotnet20.
What does work includes:
Joining and hosting games, chatting, changing settings, playing the game (in high resolution mode too), custom levels feature, rank system, previewing levels in 3D (after installing XNA), 1.04 patcher, changing game's speed.
What does not
The map editor doesn't work well.
'Image to Level' feature showed me errors and doesn't work.
XNA downloader is broken.
The interface isn't shown perfectly, but it's pretty fine after all.
What was not tested
I didn't test everything, so there might be few features that don't work, but they would not be really necessary.
