To eliminate any existing issues, I started with a clean WINEPREFIX.
I then roughly followed the guide at

The most important part to remember is to use winetricks to install directx9 and mfc42
I also found that it is unnecessary to uncheck the option "Allow the window manager to control the windows" in winecfg.
To fix a cursor bug (both mouse clicks required for a single left click) and make the game perform better, make sure you edit the file rise2.ini and change the following values:
SkipIntroMovies=1
ForceHardwareCursor=1
ForceLowCPUBackgroundVid=1

You may have difficulty joining online multiplayer games. To resolve this, read this article from the FAQ.
Cursor Bug
There is a cursor bug that can:
Cause the mouse buttons to not do what you expect; or
Cause a transparency problem with the cursor; or
All of the above
To work around this, edit the rise2.ini file (~/.wine/drive_c/users/{user}/Application Data/Microsoft Games/Thrones and Patriots Trial/rise2.ini) and set "ForceGDICursor=1".
Please report if you had to do this when submitting reports.

Installation Fine, but crash when start.

i have follow all instruction above, installation work flawlessly. But, when i'm try to play, after splash screen of rise of nation appear, there are dialog box shown "Gathering ex....data (i'm forget because show very quickly) then back to desktop again.

Cheers, I'm getting "Unable to establish a network connection. Please check your network connection and try again." I have fixed /etc/hosts (replaced 127.0.0.1 with my IP 192.168.0.1). With native DLLs, Age of Empires shows proper IP (without them even TCP/IP is unavailable).

To get around the cursor/pointer bug, you will need to edit the "~/.wine/drive_c/windows/profiles/..../Application Data/Microsoft Games/Rise of Nations/rise2.ini" file and set ForceGDICursor=1.
Didn't help me at all. I don't have that file. In that directory nor in drive_c/users/...../Application Data/Microsoft Games/Rise of Nations/
Actually I don't even have those Application Data -directories. But I found a file called rise2.ini in RoN's directory. Sadly that change didn't help me at all. I still have that bug and because of that I can't change maps and other things with pop-up menus (?)...
