What works
Almost everything. It docks to title bar, right button menu, and snappy with the pop up window remaining open or closed as designed -- based on the users instructions.

Hot keys. Registration (My copy was retail, off of CD - it's an old program)

Works better in Wine than in my Windows 98! Writes to and from clipboard. Using with New Oxford Thesaurus. Very useful with OO, with it docking to the title bar.
In order to make this work:
Go to Wine -> Configure Wine
Click Applications
Click Add Applications
Find the location of the Ifinger .exe file (probably C:/Program Files/Ifinger/ifinger.exe)
Click "Windows 98" under the Windows dropdown.
Save.
This makes it much more stable and keeps it from disappearing all the time and not allowing it to be brought back.
