Order in which you should install the applications:
Disney's Toontown Online
Open winetricks and install the Windows component called d3dx9.
Next, open the Disney's Toontown Online installer that you downloaded earlier.
Once the game is installed, the launcher will load.
You should now be able to log in and play.

One of the testers already states this in the notes but it is not clear if you only read the installation instructions.
If I only followed the listed instructions, the launcher would crash before bringing up Toontown. It looked to me like the Panda issue others had described.
I run wine 1.5 and it uses Pulseaudio by default as the Audio option. I used winetricks to set sound to ALSA and the program appears to work perfectly now. In fact, I have full sound which other posts claim requires configuring MIDI. I did not have to do that.
I did load ALSA drivers on my UBUNTU 11.10 system before using winetricks to change to ALSA sound. I am not sure that was actually needed.

Panda3D cannot open graphics window because of GetRawInputDeviceList being a stub. Since same issue was fixed in "A Vampyre Story" with a patch I'd suggest doing the same. When the patch is applied, the game runs smoothly without any graphics problem (if you disable d3d9)
