What works
Under 0.9.55 everything works, but there is a caveat.
You need to go into winecfg and under the libraries tab do a Add two overrides:
One for riched20 and riched32. (Best done by creating a new Application setting for masqform.exe That way you don't break something else using the default settings)
I even tested printing and it work for me by default with no tweaking necessary. The fonts looks a little strange in the application, but printing is fine. It properly spawns new instances of itself when opening a new form from the viewer as well.
What does not
Everything Works as far as I can tell with PE itself.
The ancillary application ApproveIt 5.7.2 will not work with PE in WINE. It acts like it can't find it. So if you need electronic signatures, your out of luck under WINE.

using the PE_URL.exe additional program for web interfacing.
