You can do this via taskset:

taskset -c 1 wine thief2.exe

0x2 is the *second* core/CPU, which is wrong in my experience - Thief2 has a very slow menu if not run on the first core. So, these two are correct:

taskset -c 0 /usr/bin/wine thief2.exe
schedtool -a 0x1 -e /usr/bin/wine thief2.exe

Also, I get a black screen and crash after loading a game, but this fixes it:
