1.3.19 fixes the problem and ACT seems to work fine as well with .net 64-bit.

Pardon my ignorance, but in relation to EQ2:
1. What is ACT?
2. Is .Net needed for EQ2 now?

1. ACT stands for Active Combat Tracker. It gives you DPS reports after a fight. It is not required to play EverQuest 2.
2. .Net is not needed to play EQ2, but it is required to use ACT.

ACT Stands for Advanced Combat Tracker, not Active Combat Tracker.
And it can do much more than just parse your DPS.
