Photo Filtre is a powerfull application to create, edit and transform all your image.
It recognizes many formats, and allows you all sorts of modification.
It has been entirely made for old PC's, so it's very fast BUT very powerfull too. In fact, only "Calcs" are missing, but you can get them with the commercial version called "Photo Filtre Studio"
