Do you remember Tom Clancy's "Hunt for Red October" and "Red Storm Rising"? He used Larry Bond's Harpoon Naval Warfare Simulator to 'test' his story(s). It was originally written for Naval Academies (if you are a 'friendly' government you can still buy a version to train your navy).
The Training Sessions, and Manual are comprehensive, not only how to 'play' but how to win. If you pick 'Bad Guys' and want to defeat USN 'Aegis', you will need a Higher Math qualification! or luck!
The AI handles as much staff work for you as you require. You can increase your burden by switching levels. There are 128 scenarios, for Cold-War to Present/Near Future, so by switching 'sides' and difficulty levels [staff-work], you have a very challenging game.
It is not a quick shoot-em-up game, but you can use time compression - your asset may be sunk before you can respond.
If you feel overwhelmed but this, there is a 'lighter' HARPOON 3 Commander's Edition.
