Only the installation, which has to be run from the setup folder on the Populous CD. Using the setup file in the CD's root leaves you stuck at an options screen.
What does not
The game itself. A small window in the center of the screen appears, but only its borders show. The whole screen turns black, and the window disappears. Populous never runs. Tried it both unpatched and after the 1.03 patch, and from the wine-generated shortcut and directly, both PopTB.exe and D3DPopTB.exe. All had the same result.

This game works with Wine 1.1.29, but not with the newer versions until 1.3.32, which works even better!
Additional infor for 1.1.29:
Mouse override is not needed anymore!
I suggest to play the game inside a wine desktop due to low resolution supported by the game, however fullscreen should works too
