With a few tweaks, this game seems to work perfectly.
Gameplay works, got the midi sound to work, got saving and loading to work.
The following tweaks must be performed first:
1: In the wine configuration, set the Windows version to "NT 3.5" for SIMCITY.EXE. Otherwise saving and loading will crash (this makes it to use the NT 3.51 style open/save dialogs).
2: Start the game using the Wine START command. Otherwise the main window will not draw. (for example >wine cmd /c="start c:\sc2k\simcity.exe" )
3: To get MIDI sound I had to hunt down a "sound font" file then install and run a command called "sfxload" to load the sound font file. Apparently this is the only way to get MIDI sound in any application in Wine. (It is ridiculous this is not already included and set up with Ubuntu)
